Right now, metaphorically speaking, Dick Wong Tune is standing on a bar stool with a noose around his neck.  The rope is attached to a basement ceiling in North Korea.  Hypothetically speaking, Dick can take the noose off and get down from the stool, but that means he gives up his nukes.  He can keep the rope around his neck, and he can jump off the stool, or if not, I am more than happy to be the one to kick the bar stool out from underneath him.
