Although the initials for David Charles Karma are DCK, there is more to the joke than just "d*ck".  The name is supposed to be funny at first, except top agents know the truth.  It stands for "d*ck" sure, but more importantly, it stands for "dictator".  It means that if any of these countries try to screw over the United States, I'll f*ck them so hard in the a**.
