I'm making a deal with my enemies.  I've ordered agents to find people that plan on harming me.  The agents are ordered to take these violent ideas from my enemies, and then perform the violent acts against them. 

It's like a spell.  Whatever extreme methods my enemies choose is the act that they will suffer from.  It's fair.  And the backup plan is jail and/or tax problems if they continue to misbehave.
